Things to disable in Windows

netsh int ipv6 isatap set state disabled
netsh int ipv6 6to4 set state disabled

Discovering other IPv6 hosts on local networks

Windows isn't smart enough to show you all the replies. To see replies requires the use of Wireshark.

Windows (Use ipconfig to get the interface id to append to the address)
ping -6 ff02::1%11

On a Mikrotik router you can do the following. The first will result in other link local addresses. The second will result with replies in the subnet of the src-address.

ping ff02::1 interface=bridge-lan
ping ff02::1 interface=bridge-lan src-address=2001:1:2:3::1
